Description:
Spec issue CR143 has changed the name of the transfer coding property in the
HTTP binding extensions to content encoding. Woden must be modified
accordingly. This affects the HTTP extension APIs for binding, binding
operation, binding fault and binding message reference.

whttp:transferCodingDefault becomes whttp:contentEncodingDefault
{http transfer coding default} becomes {http content encoding default}
