This new method is analogous to methods like
BindingFaultReferenceElement.getInterfaceFaultReference() or
BindingFaultElement.getInterfaceFaultElement(). This method should be created
to maintain consistency in the Element API, but note the API Review issues and
ongoing discussion about similarities between the Element and Component APIs
and the possibliity of merging them.
