In a perfect world, I totally agree. But the tag is something we can't really take back. It's like an ABI in that there needs to be some kind of contract between producers and consumers, and it's harmful if the contract needs to be revised. Given how messy the process of formalizing a tag is, I'd really hate to tie the two things (a policy document and a tag) together unnecessarily.
