Actually, it can be done easier, as described in bug 5:
You can define variables before actually starting WPKG.
Just create such a batch script - wpkg-lang.bat
set WPKGROOT=\server\packages
set WINLANG=english\
cscript \\server\wpkg\wpkg.js /synchronize /debug
and then a package in packages.xml:
<package id="test" name="testing package">
<install cmd='%WPKGROOT%\%WINLANG%\test\test.exe' />
</package>
Launch it from cmd.exe to see how it works.
