I ran into the same problem, where package dependencies are not enforced, but
just added to the list of package to install.
Since I really want a package to install only if all dependencies are
installed, I made a little patch for that.
However, it would be cleaner to add an option to the depend line. Maybe if I
find some time, I will code it.
Here is the patch that will prevent package to install unless all dependencies
are installed.
