I don't see a noticable benefit by implementing this. Especially it is against
the basic idea of wpkg. It excludes several packages from management (at least
from the 'remove' management). Additionally this could already be achieved by
any package without modification:
Just create a package with no remove commands, no checks and execute=once
attribute. If such a package is removed from the profile it will try to
uninstall it. Since there are no commands wpkg.js will do nothing. As there are
no checks defined the package check afterwards will show "not installed" - even
when the package is still installed.
