You can place there your own script/program that does magic (like: measure outside temperature; if it's low, it means you're on Antarctica, away from your company - but still, have a slow VPN connection). If the script/program exits with non-zero code, WPKG Client will not continue. Of course measuring outside temperature is trivial; I guess it can be somehow adapted to detecting a slow link?
