But for sure it is difficult to decide for wpkg if all needed pieces are at hand, or if - after installing packages - other software must be downloaded. A local cache could be a solution - but administrators don't like the idea that their laptops have all installation pakets for (commercial, expensive, ...) software on board. The BITS software from Microsoft does similar things.
