Yes this is close, but even this does not require to implement dynamic text scaling: ability to set preferred font size and to override one specified by document author suffices. On the other hand: "It is inappropriate to use this document as reference material or to cite it as other than "work in progress.". And it is dated 17 December 2002, whilst latest version of IE saw the light in October 2001. So in terms of font-scaling we depend solely on the good will of browser makers, luckily any, but MS has problems with that. But that's the way Microsoft does - they invent text-zoom on IE/Mac and it never finds it way to IE/Win properly; or they hold patent for CSS but are badly lagging behind in implementing this technology.... That's it for me on this topic, in any case we are on the same side, only we differ in the views on the weight of that problem.
