Can't say I'm impressed with the design, but with the money that Microsoft is investing to try and compete with Google, the new MSN search (and MSN.com) is going to get some serious attention. Like Yahoo's redesign, MSN's will continue to show that CSS (and standards in general) is on the rise, and something that is to be encouraged in hiring a web desginer.
