I seem to remember, from my days with JAWS 4, that it would be read out as "List with 3 items....bullet; 1 dash..." etc I think that this (particularly the "legal document" case) is a scenario in which we have to recognise that there *is* no widely supported semantic equivalent. Yes, it's an ordered list, but we can't use it and then rely on CSS 2.1. In an ideal world, sure...but not in the foreseeable future.
