The Rx slider has both gain and attenuation, the mod point is considered optimum and if you have it very near the bottom them you should be looking at the audio source to try and reduce the level there.
The Pwr slider is in fact an attenuator, perhaps the label "Pwr" is a little confusing but it is the best I could think of to fit in a very small space.
