the issue is the behaviour of the JT9 decoder when there are JT65 signals in the pass band. You can demonstrate this by switching to JT9+JT65 mode and setting the lowest JT9 frequency to 600Hz with that WAV file you have posted. You need to either move up the band a bit to eliminate JT65 signals when operating JT9 or use dual mode and set the lowest JT9 frequency marker carefully.
