Hi Jim,

I have added a diagnostic print to the get frequency routine, this will 
both help me see what is going on and verify that you are running the 
correct version. To update your Hamlib sources:

  git checkout si570-rounding
  git pull

then in the build tree root:

  make
  tests/rigctl -m 2517 -vvvvv F14076000 f

No need to delete anything, that just makes the build take longer for no 
good reason.

Post the output of the rigctl command please?
