yes, that is correct. I don't use the JTSDK myself but I'm sure someone who does can help.
With some help from several in this list, I got started in the right
direction and was finally able to build WSJT-X on Windows.
I would like to list here some steps that I took that I hope will explain
some of the difficulty that I had. AT the end is my conclusion along with
a request for two things from the developers.
1. wsjt-x home page

2. click on program development on left and this gets

3. "Explicit Downloading Instructions" section says download using
svn co svn://svn.code.sf.net/p/wsjt/wsjt/branches/wsjtx
4. look at INSTALL file in downloaded project. In section
"Building from Source on MS Windows" there is link

5. At top of this dev page is
This Guide is obsolete. Please use instead the JTSDK 2.0 software
development
kit, available for download at SourceForge.
6. clicking on that does get the jtsdk sourceforge page but from here
is isn't the most obvious.
a. clicking on "jtsdk website" does nothing but take me to where I already
am.
b. clicking on wiki takes me to a page where the only working link is the
downloaded
c. clicking on support takes me to a page where the only support is the
ticket tracker with only two items.
d. important that I missed the first time, the files link takes me to what
is probably the only useful and important page. From that page I see the
complete download, install, build instructions that were also covered in
notes that G3WDG sent me on the wsjtx-dev list.
7. Back on Program Development page of wsjtx under "Building the programs" is
small link in "Further details and download links can be found here."
I guess the link "here" is so small that I missed it the first time.
This link is the most useful of all in that it has the complete
instructions for JTSDK and WSJT-X.
Conclusions:
1. I would like to ask the WSJT-X project maintainers to please do these two
things:
a. update the Program Development page "Building the programs" section
so that the link is more than just "here" in order to help out
ones like me with less than ideal visual perception.
b. update the project INSTALL file with the correct (not obsolete) link
that is the same link as in the "Building the programs" section of the
Program Development page, including some words to make clear that this
link has the complete instructions for installing JTSDK and building
WSJT-X.
