the package was built on a fully updated Fedora 28 system (see the text
at the bottom of this page
https://sourceforge.net/projects/wsjt/files/wsjtx-1.9.0/ for details),
don't expect it to run on any other version. Some time soon Fedora
packages will be available for other versions via our package maintainers.
