I know some US operators configure for split operations and work JA's on 1.905. 
 US stations transmit within the 1500 Hz to 2500 Hz range.  So US guys will 
transmit on 1.840 and receive on 1.908.

looking at the latest JA band plan from the JARL web site, it would seem the 
answer is no.
