Hi Mike and Chris,
I would guess this is down to the rig remembering the preamp settings
per band. WSJT-X does not send and requests to Hamlib to change anything
but the frequency, mode, and split settings, the latter two being
optional according to settings configuration.

Chris,
I suggest you report all those issues to the Hamlib team, WSJT-X doesn't
do any of that.
