HamSpots has a couple of thousand callsigns that have their spots permanently blocked because of repeated occurrences of wrong-band spotting by the callsign. To get on the permanent list the callsign has to have had 4 prior blocking events recorded against the callsign. On the 5th block the permanent flag gets set in the database.
