Bug in Encrypted SOAP Header creation

The mainline contains a bug when creating a WS-Security 1.1 Encrypted SOAP 
header, whereby it omits the wsse11 namespace. Example:

<wsse11:EncryptedHeader soapevn:mustUnderstand="1" wsu:Id="EncHeader-28607378" 
xmlns:soapevn="http://schemas.xmlsoap.org/soap/envelope/"; 
xmlns:wsu="http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-utility-1.0.xsd";>...</wsse11:EncryptedHeader>

Parsing this SOAP header yields an exception:

com.ctc.wstx.exc.WstxParsingException: Undeclared namespace prefix "wsse11"

Please apply the attached patch for this, which for the example above yields:

<wsse11:EncryptedHeader soapevn:mustUnderstand="1" wsu:Id="EncHeader-28607378" 
xmlns:soapevn="http://schemas.xmlsoap.org/soap/envelope/";
