How embarrassing. Despite all the tools and tests we've added to fix and check license files, one bug has gone unnoticed until now.
https://bugs.eclipse.org/bugs/show_bug.cgi?id=316979 The files were there in cvs ... but the build.properties not updated to include them. I think the only alternative is to rebuild. Features are so simple, it is tempting to hack the feature.jar, but then with all the metadata, zip files, etc., I'm not sure I could get all that right. So ... I'll be doing a rebuild tonight, just to make sure this one feature has the correct license (SUA) and epl file is included (as required by Eclipse IP Release rules). Sorry for the churn :(
