This build has no code changes, but was a required respin to pick up a required "legal file". See https://bugs.eclipse.org/bugs/show_bug.cgi?id=316979. Naturally, some retest and sanity checking would be in order, but we won't have a formal re-signoff. I did check the map files, and the one expected feature jar was the only entry that had changed.
