Thanks for the clarification David. I've managed to build the jar
manually with javac/jar using the 3 source files that are listed in
that org.eclipse.perfmsr.core.stub directory. It works, and now that I
know it's not useful anywhere else, I don't have to create a separate
package for it, great! :)
