The majority of them is working in Web agencies and/or big companies structure. Only a few are in startup playing with the last generation of technology. The constraints of their work make big parts of the technology make the last feature a dream more than a daily reality that they have to use. For those who are willing to invest the time with the last minute information, they will see the Implementer Edition.

If you don't play with the latest why would you be interested in specifications that are still in development? And why the assumption that the snapshot would reflect reality more than the latest draft? Often changes to the latest draft are made based on finding out that implementations implemented something different from the snapshot.
