Yes, I use kde2 and wwwoffle. konqueror is my preferred webbrowser and
only some pages are not working (but most of the time this is not a problem
of wwwoffle but of the $'?§/%() Wegdesigner ...)

With a quick glance, I didn't found anything unusual or different to mine.
Are you sure you have configured the proxy for konqueror?
From the time before using konqueror you must have some pages in your
cache. Are you able to get them _offline_ with konqueror? If yes, the
proxy setting is ok, if not your proxy setting isn't ok.
