There is a file called README.htdig that comes in the doc directory of
the WWWOFFLE source code. This will tell you how to install htdig (if
it is not already installed) and then how to run it. There is a full
set of scripts supplied with WWWOFFLE that can be used for indexing
with htdig with only a small amount of modification.
