Yes, WWWOFFLE uses Etags.
BUT
Investigation by Marc Boucher has shown that Etags don't work well in
practice. They cause the same data to be refetched by WWWOFFLE even
though it has not changed. The problem is with the server and not
with WWWOFFLE (or any browser that uses Etags).
Marc sent a patch to wwwoffle-users about two weeks ago that disable
Etags in most (but not all) cases. I am planning to add a patch that
removes Etags in all cases in a future version.
