I don't think that we can help without a bit more information about
how this all works.
Your bookmarks are web-based, do you mean on a local web server or an
internet one?
You say that they update instantly if you make a change, but what
updates where and how does it happen?
Do you get any messages from WWWOFFLE when you try using it to update
the bookmarks?
