I would guess that this is the browser that is not doing the right
thing on a forced refresh. WWWOFFLE does not do any caching of local
images and I really don't think that it is a kernel problem. If you
looked at the WWWOFFLE log you would be able to see if and when the
browser made a re-request.

This could be done, but it isn't. Doing this has problems if the
image that you are replacing is only 1 pixel square, any 1 pixel
square table with an image in it is going to look strange. You will
also get problems where images are used as padding and are not
intended to be visible.
