No, it is not intended to replace X2Go. X2Go will continue to exist and is currently actively maintained. Arctica Project will bring forth a new project with similar functionality, but not as a replacement. It will be another product, suitable as alternative to X2Go.

The group of developers partially overlaps. Also people from Qindel in Spain (their product is called TheQVD) are involved here, too (a third solution). The Qindel Group currently sponsors great portions of the development done in the Arctica Project.
