Forgot some important details.
Running on Windows XP
Both Xalan 1.4 and 1.6 show the same behavior (tried upgrading from 1.4 to 1.6 to see if it fixed it)
I've only been able to test 2 concurrent Xalan processes tops (so far) because I only have 2 web agents available in my development environemnt - there will be more in prod
Running Apache 2.0.44
Target OS is AIX 5
