I think the only significant difference between 2.3.0 and 2.3.1 is the updates to the build script to explicitly include the regexp.jar in the distro: the 2.3.0 actual distro posted didn't have this jar which is required for xsltc use. Basically, if your manager doesn't use xsltc (but don't admit that publicly! 8-), then it doesn't matter which build you use.
