Quoting from the Serialization document: "Serialization can be regarded as involving four phases of processing, carried out sequentially as follows: 1.Markup generation produces [XML constructs such as tags]..., 2.Character expansion [with several sub-phases]..., 3.Unicode Normalization..., 4.Encoding...." I think we need to consider who has the necessary skills and motivation to work on these areas, and we may need to cultivate new participants. Is there another Apache (sub-)project that has people with expertise in character sets, encoding, escaping, etc.? .................David Marston
