When you say "these two files missing" do you mean they fail to get downloaded,
or does xastir fail to start with a missing shared library?

Actual error messages would be helpful for diagnosing the problem.

The wiki details everything, and the process it describes has been checked
and rechecked, and frequently updated as ubuntu packages change.

I most recently followed the directions on a new 7.04 system, and it all
worked as advertised.

The only thing I can think of that would break the gdal install would be if
the 1.3.2 tarball that get-maptools.sh tries to get were no longer available --
when I did my 7.04 test install I skipped that because xastir doesn't even
really use it much, and I never use the few capabilities that it does provide.

Geotiff is tricky, as there's a bug in its makefile that requires special
hacks to the get-maptools.sh file --- if you don't do those, it won't build.
The hacks are described in the wiki.

If you post the actual error messages you get we might be able to hone in on
what the real problem is.  

Curt's suggestion about ldconfig would normally be a usual suspect, but 
get-maptools.sh (the script the wiki tells you to use) would have taken care 
of that.
