This could simply be a permissions problem. By default Fedora sets the tty ports to owner=root, group=uucp. You need to make sure that the user running xastir is a member of the uucp group. You can do it using the graphical tools or you can run usermod -G -a uucp <username> from a shell (again as root). You will need to log out and back in again for the changes to take effect.
