I don't know that I would recommend going for a Cygwin static install. If you were willing to put in a lot of work you could come up with a complete Cygwin/Xastir install that would work on many systems, but I think Cygwin may install differently based on which Windows version you're running. Also, that may violate the Cygwin license, so check that. A better recommendation would be to use the VMWare image inside VMWare Player, assuming that the end-user machines are adequate to run VMWare.
