Typically the city grooms the trails during the day (they are City employees after all, and not zealous XC skiers themselves).  I would expect the trails at Elver and Odana to be groomed by mid-afternoon at the latest.  In the meantime, it's fun to put on the striding skis and break some trail in the virgin powder!
