Which tftp rpm do you have installed?  It should be tftp-server (rhel) or
tftp (sles).  Is it possible you have atftp installed instead?  The xcat
pkging is intended to get the correct tftp installed, but depending on the
steps you used to install xcat, it may not have.  A few more questions:

- what version of tftp is it?
- rhel or sles?
- was this a brand new install of xcat, or an upgrade?  If the latter, what
was the previous version?
- what steps did you use to install/upgrade xcat?
