Our recommendation is a service node should service no more that 1000 nodes. You can try service xcatd reload though instead of restart. That should prevent the regeneration, unless you need it.

This appears to be tied to how slow omapi is. In xCAT 2.3, it only took about 20 minutes to restart xcatd / regenerate the leases file.
