I've prototyped (but not yet tested) using tar.xz instead of cpio.gz.

The main driver of this has been increased use of capabilities attributes,
which cpio can't handle.
Currently, I have done something that in theory will work with EL7, just wanted
to send this out early to let folks know, and gather thoughts.
