hi, if you'd like to 1) install the server-side of xcat in VM
→ that's not so difficult, use the openHPC distribution (https://openhpc.community/downloads/) of xcat and last Centos they support and instead of bare metal, install it into two-NIC VM, one for WAN, one for intra-cluster network.
2) install virtual compute nodes with existing xcat server→ this guide describes it quite well: https://xcat-docs.readthedocs.io/en/stable/guides/admin-guides/manage_clusters/ppc64le/virtual_machines/index.html
I did both in qemu/kvm/libvirt/centos7/mofed env recently so I can confirm that it's possible.
