I think that, by its very nature, SIP is something that can’t be turned on and off at runtime, even for one piece of the OS like the System Prefs app. Making that possible would also make it less secure. I could recount the past situations where I’ve had to frequently reboot (or use two Macs) to develop stuff, but that would turn this into another of those “when I was a kid we had to walk five miles in the snow to school” threads.
