At risk of just being annoying, can I ask why you want to stick with a pref 
pane? What is its value?

It seems to me that, for a user, locating settings in a pane in System 
Preferences is no more or less intuitive than locating a settings app in 
Applications. It’s true that if you have the System Preferences icon in your 
dock, getting to a pane is slightly more direct than going via Applications, 
but if you need to do it a lot you can put the settings app icon in the dock 
too.
