I like Ian's idea.

The Flarm radar can serve as a tactical tool. (For example two gliders 
circling in different thermals 2km ahead. Which one should I be heading 
for, which has the better lift?)
This is what I use it for most of the times.

It can however also be used to improve situational awareness about the 
gliders in close proximity.
Personally I prefer spending more time looking outside and if there is 
am alert I glance at the FLARM LED-display for a fast cue and then back 
outside.
Nevertheless there might be situations where some additional information 
is helpful.

So I think splitting the FLARM Radar behaviour in a proximity area and 
an area outside might be a good idea.

My suggestion would be
Proximity Area:
- Instantaneous display
- No Filtering or position extrapolation
- Prox-Glider-Count displayed (as Ian suggested)
- If reception of a target is lost don't show it, however keep it in the 
Prox-Glider-Count for a longer timespan

Tactical Area (outside Prox-Area):

- Filtered display
- Show Average climbrates (eg. averaged over last 20sec)
- Show the targets last position and climb rate even if reception is 
lost, for a longer timeout (eg. 30 sec)
- Maybe extrapolate position for targets in straight flight.


I think this should account for the tactical needs as well as the 
situational awareness.
