Well maybe.  It clearly states that, but I think that it also states
additional things.

But, that currently doesn't work since KDE first tries
"Default/CrystalSVG" and GTK/GNOME first tries: "Gnome".  So, icons
installed in HiColor are not available regardless.  They are only
available if they don't exist in "Default/CrystalSVG" or "Gnome"
(depending on which DeskTop you are running).
