XDoclet 1.x does not uses velocity or any other template language
besides it's own language (take a look at xdoclet templates). If you
want to generate anything using xdoclet today you need to use our
template language.

However, if you want to take a peek at the future, xdoclet 2.x will be
able to use velocity (and others) templates. Checkout xdoclet2 module
and look around to get the gist of it.
