I just noticed earlier today that the xdoclet-base-locale jar is a
fraction of the size of the one from the last release, and only contains
one file.  It seems that the problem is with the externalizerdoclet
calls in modules-common.ent - although it generates the properties files
okay in the first call (for the modules' own jars), the second call (to
the l10n directory, for the base-locale jar) doesn't generate anything.

Obviously this was okay when the last release was done.  Matt, could
this be a side-effect of the change you committed on the 8th (with
comment "Fixed "destDir attribute must be present" error that happens
when running targets twice in Ant 1.6 (XDT-879)")?  For the release,
it's easy enough to reconstitute that jar, but I'm guessing this could
be an indicator of a more general problem with any build scripts that
call a task/subtask more than once?
