What was the problem you were having?  Ideally, it'd work properly in
all cases :-)

Through a minor bit of manual hacking, I've built a base-locale jar that
looks more like the right file size.  Nobody's come up with any other
major problems, so I reckon we might as well call this one done and just
flag the possible issues with running tasks twice in the release notes
(and fix it properly for the next version).  Anyone disagree?
