I loaded the file you attached into Netbeans' XML editor, ran its "Validate XML" function, and it doesn't have any problem. When you run it, is it finding the DTD okay? Are you connected to the internet at the time you're building this? (perhaps it's trying to access the DTD from the web for some reason instead of using the local copy) What's you're environment like (OS, JDK version, Ant version etc.)? Do you have any other XML parsers which might be picked up on the classpath?
