There is no "proper" way -- choose what's best for your application. Any
ASCII compatible encoding system will do. What about Base64?

Ok, thanks to all for the info on this. The question then is what to do
when
you want to put a vertical tab in xml data. Is there a "proper" way to
represent it, or is it up to the application to come up with an escaping
mechanism?
The xml represents information about an existing system, and the
information
being represented can contain any character in the macintosh encoding. How
should I recommend the supplier of the XML reconcile the difference?
